It is not uncommon for young dogs to show excitement and/or submissive urination. These behaviors are used by young dogs to show older, superior animals that they (the puppies) are not a threat and to appease the older animal. Often a puppy will direct these behaviors toward people. The first useful step is to avoid any punishment such as yelling or spanking. These will only increase the anxiety level and probably the urination. Next, it helps to make greetings quieter and low key. Avoid looking, talking to or touching the puppy. In some cases asking for an alternate behavior helps. This can be giving the dog a ball to carry, asking the dog (in a quiet voice) to sit or offering a delectable food treat. If greetings are kept calmer, many dogs will outgrow this behavior.
